Howard is recovering from surgery to repair minor damage to one of his knees.
Howard, 22, was taken with the No. 38 overall pick by the Dolphins. Miami actually traded up with the Ravens in round two to get Howard, which cost them the No. 107 pick. The Dophins clearly had to bolster their depth at cornerback, and gives them a young prospect to develop in the coming years.
According to OverTheCap.com, Howard receives a four-year contract worth $6,128,038 to go along with a signing bonus of $2,656,756.
During his college career at Baylor, Howard recorded 98 tackles, 5.5 tackles for a loss, 1.5 sacks, one forced fumble, 10 INTs, and 23 pass deflections.
