New York placed Miller on short-term I.R. at the start of the season with a wrist injury that required surgery.
Milliner, 24, is entering the third year of his four-year, $12.66 million rookie contract that included a $7.59 million signing bonus. He stands to make a base salary of $585,000 for the 2015 season and another $675,000 next year.
The Jets will need to decide whether or not to pick up his fifth-year option next April.
In 2014, Milliner appeared in just three games for the Jets and recorded six tackles and two pass defenses after he sustained a season-ending Achilles injury.
