Toomer, 27, is a former fifth-round pick of the Seahawks. He spent three years in Seattle before he was among their final roster cuts at the start of the 2013 season. Since then, Toomer has played for the Cowboys and Rams before joining the Raiders’ practice squad in October of last year.
Toomer was set to be a restricted free agent, but the Raiders did not tender him a contract, so it’s likely his new deal will pay him less than the low-round tender.
In 2015, Toomer appeared in 10 games for the Raiders and recorded four tackles and no sacks.
