Banner, 24, was taken in the fourth-round of last year’s draft by the Colts. However, Indianapolis cut him loose at the start of the 2017 season and he was later claimed off of waivers by the Browns.
Cleveland waived Banner on Thursday along with a number of players.
Banner is in the second year of his four-year, $2.94 million contract and stands to make base salaries of $555,000 and $645,000 over the next two years of the agreement.
In 2017, Banner was active for eight games.
During his college career at USC, Banner started 38 games with most of them coming at right tackle. He was a first-team All-Pac 12 as a junior and senior.
