Williams, 24, is a former third-round pick of the Cardinals back in 2017. He was entering the third year of his four-year, $3.17 million contract and set to make a base salary of $671,500 for the 2019 season when the Cardinals waived him coming out of the preseason.
Williams caught on with the Colts practice squad shortly after.
In 2018, Williams appeared in 10 games for the Cardinals and caught 17 passes for 171 yards receiving and one touchdown.
