Cooper, 25, appeared in five games for the Browns last season and caught nine receptions for 60 yards receiving last year.
Gurley, 26, generated some buzz while he was with the Packers a few years ago. However, he has only caught a single pass for 15 yards over the course of his career. Cleveland signed him t o a reserve/future contract back in December, but it appears as though they prefer their other options at receiver.
Smith, 25, was claimed off waivers from the Cowboys last November. He would go on to appear in five games for the Browns, but never caught a pass.
