The numbering system for hardest schedule is based on winning percentage correct?
For the normal Strength of Schedule you’ll find on other site, yes. Our rankings actually take into account Vegas odds because they are better indicator of where a team is than just Winning % of opponents. This isn’t to say that our rankings aren’t without some flaws in the final weeks of the season as team’s get eliminated, but we mitigate that by factoring in our Power Rankings for the eliminated teams.

Broncos of course get another easy schedule. They had a tough schedule starting last year and then every good team from the previous year started to stink, and it became a cakewalk. Not everyone at the bottom floats to the top last year but there sure was a lot of regression.
