The COVID-19 list was created this summer for a player who either tests positive for or who has been quarantined after having been in close contact with an infected person or persons.
Players will remain on the list until they are medically cleared to return.
Williams, 27, originally signed on with the Rams as an undrafted free agent out of Auburn in 2016 but was waived coming out of the preseason. After a few years, the Bills signed him to a futures contract back in January of last year.
Williams was among their final roster cuts this offseason and re-signed to their practice squad. He was promoted to the active roster in October.
In 2019, Williams appeared in four games for the Bills and caught 12 passes for 166 yards receiving and one touchdown.
