The Eagles are obviously clearing room on their 90-man roster for their rookie class and signings.
Hepburn, 26, is a former seventh-round pick of the Lions back in 2013. He spent just over a year in Detroit before he was waived at the start of the 2014 season.
The Eagles later signed Hepburn to their practice squad and have brought him back on future/reserve contracts in each of the past two seasons.
Hepburn has yet to appear in an NFL game.
