The COVID-19 list was created this summer for a player who either tests positive for or who has been quarantined after having been in close contact with an infected person or persons.
Players will remain on the list until they are medically cleared to return.
Pittsburgh currently does not have any players remaining on the list.
Samuels, 24, was selected in the fifth round out of North Carolina State by the Steelers in 2018. He signed a four-year, $2,718,064 contract that included a $258,064 signing bonus.
In 2019, Samuels appeared in 14 games for the Steelers and rushed 66 times for 175 yards and a touchdown. He also caught 47 passes for 305 yards and a touchdown and completed four of five passing attempts for 35 yards and an interception.
