Kelly, 24, is a former seventh-round pick of the Texans back in 2018. He agreed to a four-year, $2.6 million with the Texans.
Houston waived Kelly with an injury designation a few weeks ago and he later reverted to their injured reserve list.
During his college career at Washington and San Jose State, Kelly recorded 72 tackles, one interception, one defensive touchdown, two fumble recoveries and 16 pass defenses over the course of three seasons and 22 games.
