Ray Rice

• NFL commissioner Roger Goodell didn’t rule out the possibility of suspended RB Ray Rice eventually being reinstated.

“I don’t rule that out, but we would have to be fully confident he is addressing this issue,” Goodell said during an interview with CBS, per Albert Breer.

Ravens owner Steve Bisciotti addressed the decision to release Rice on Tuesday in a letter.

“Seeing video changed everything. We should have seen it earlier. We should have pursued our own investigation more vigorously,” wrote Bisciotti, per Jeff Zrebiec. Bisciotti ended the letter with: “I am sorry we let you down.”

Colts

• The Colts promoted OLB Chris Carter from their practice squad.
• The Colts placed OLB Cam Johnson on injured reserve.

Patriots

• The Patriots released QB McLeod Bethel-Thompson from their practice squad.

Saints

• The Saints waived OT Ty Nsekhe from injured reserve Tuesday.
