The Browns actually placed Williams on the did not report list while dealing with a personal issue at the start of camp, but the issue has been resolved and he wants to play.
Williams, 24, was selected in the seventh round of last year’s NFL draft by the Jaguars. He signed a four-year, $2.47 million contract with Jacksonville but was waived with an injury designation coming out of the preseason.
After being waived from injured reserve in October, Williams was on and off of the Browns’ practice squad for the remainder of the year.
During his one year at Miami, Williams totaled 19 receiving yards on two receptions and scored a touchdown to go along with one rushing attempt for one yard over the course of three games.
