Cooper, 25, is a former fourth-round pick of the Rams back in 2016. He was playing out the final year of his four-year, $2.89 million contract and stood to make a base salary of $720,000 for the 2019 season when he was waived by the Bengals in 2019.
Before that, Cooper had been waived by the Rams in 2018 before being claimed off waivers by the Cardinals. He was once again cut loose this past August and claimed by the Bengals.
After the Bengals waived him, Cooper caught back on with the Cardinals.
In 2019, Cooper appeared in 13 games and caught 25 passes for 243 yards and one touchdown. He also totalled 561 kickoff return yards and 129 punt return yards.
